The Greater Virunga Transboundary Collaboration Treaty provides a clear governance structure and operating modalities of the GVTC governance organs:

Council of Ministers: comprising Ministers of wildlife conservation and tourism development in the 3 countries. It seats at least once a year. It is responsible for implementation of the Summit decisions especially on the following functions:

1. To approve regulations, guidelines and procedures for better implementation of the GVTC Treaty
2. To approve budget, work plans and reports of the Executive Secretariat,
3. To approve staff structures
4. To appoint the Executive Secretary and the Deputies designated by their respective countries
