Tender Title: Supply of Law Enforcement Equipment
- Introduction
The Greater Virunga Transboundary Collaboration (GVTC), an intergovernmental organization, coordinates state and non-state actors to collaboratively manage wildlife resources within the Greater Virunga Landscape's protected areas (PAs) (GVL). This diverse and ecologically rich landscape spans the borders of three countries, encompassing key protected areas such as Virunga National Park, including Sarambwe Wildlife Reserve in the Democratic Republic of Congo (DRC), Volcanoes National Park in Rwanda, and Uganda’s Bwindi Impenetrable National Park, Mgahinga Gorilla National Park, Rwenzori Mountains National Park, Semliki, and Queen Elizabeth National Park.
As part of its mandate, GVTC works closely with protected area authorities, including the Institut Congolais pour la Conservation de la Nature (ICCN) in the DRC, the Rwanda Development Board (RDB) in Rwanda, and the Uganda Wildlife Authority (UWA) in Uganda, to foster transboundary collaboration for wildlife conservation and sustainable tourism development in the GVL.
- Context of the tender
In response to increasing global trends in illegal wildlife trade (IWT), the capacity, capability and coordination of multiple governmental bodies responsible for wildlife across the Greater Virunga Landscape (GVL) need to be improved to detect, prevent and reduce both national and cross-border IWT.
The Greater Virunga Transboundary Collaboration (GVTC) ) has developed a Zero Poaching (ZP) Strategy to address the challenges related to the gaps observed in monitoring systems, tools, regional cross-learning and coordination aiming at ensuring stable wildlife populations and improved well-being of local communities across this vital transboundary biodiversity hotspot.
It is in this respect that under the Greater Virunga Transboundary Collaboration (GVTC), a consortium of the World Wide Fund for Nature (WWF), the Wildlife Conservation Society (WCS), the International Gorilla Conservation Programme (IGCP), and TRAFFIC has secured funds from the United Kingdom Government through Darwin Initiative / Illegal Wildlife Trade Challenge Fund / Darwin Plus, to implement a three-year project entitled Towards Zero Poaching in the Greater Virunga Landscape.
The project serves to ensure collective and regional cross-border implementation of the ZP Strategy to detect and respond to poaching and IWT threats while providing mitigation of any negative impacts to frontline communities from the current trade and future reduction in trade.
In this regard, on behalf of the consortium, GVTC is calling for expressions of Interest from all interested eligible national or regional bidders for a tender of supplying law enforcement-related equipment.
